This agreement regarding the East Contra Costa County Natural Community Conservation Plan and Habitat Conservation Plan (“Agreement”) is entered into as of the Effective Date between the East Contra Costa County Habitat Conservation Plan Association (“HCPA”), the California Department of Fish and Game (“DFG”), and the United States Fish and Wildlife Service (“USFWS”).
