WHEREAS it is the desire of the Employer and the Union to provide efficient administration and economical operation of Health service in the City of Windsor and Essex County and both parties agree that, for such purposes, it is essential to maintain the existing harmonious relations between the Employer and the members of the Union; to provide machinery for the prompt and equitable disposition of grievances; to promote co-operation and understanding between the Employer and its employees; to recognize the mutual value of joint discussions and negotiations in all matters pertaining to working conditions, hours of work and scale of wages and to promote the morale; well-being and security of all the employees included in the bargaining unit represented by the Union;
