Pursuant to Section 205 of the Federal Power Act (“FPA”), 16 U.S.C. § 824d, and Part 35 of the Rules and Regulations of the Federal Energy Regulatory Commission (“Commission”), 18 C.F.R. Part 35, Southwest Power Pool, Inc. (“SPP”), on behalf of and at the request of American Electric Power Service Corporation (“AEPSC”) on behalf of Southwestern Electric Power Company (“SWEPCO”), submits this request for acceptance of (i) the Early Termination Agreement among Rayburn Country Electric Cooperative, Inc. (“Rayburn”), East Texas Electric Cooperative, Inc. (“ETEC”), and SWEPCO of the Amended and Restated Interconnection Agreement (“Early Termination Agreement”),1 and (ii) the related Letter Agreement among Rayburn and SWEPCO (“Letter Agreement”).2
