This Pre-Development Agreement is entered into as of the day of September 2022 (“Effective Date”) by and between Coastal Affordable Housing, LLC (“Developer”), and Dare County, North Carolina (“County”) (“Agreement”). The Developer and the County collectively are referred to herein as the “Parties”.
