WHEREAS, pursuant to a qualifications-based selections process consistent with provisions of federal regulations (23 C.F.R. § 172), the Professional Services Procurement Act (Tex. Gov’t Code § 2254.001. et seq.), and the Authority’s “Policies and Procedures Governing Procurements of Goods and Services,” the Cameron County Regional Mobility Authority (the “Authority”) selected (the “Engineer”) to provide professional engineering services for the Authority; and,
