The exercise has taken close to 11 months of consultations and refining but it was worth the effort. This model MoU could not have been possible without the hard work of officials from MLGRD, GIZ-MGPDD, CONGOMA, CISANET, NGO Board, Tilitonse Fund, NICE, MoGCSW, MoAFS, MALGA, DCP, UNIMA; District based CSO networks and NAC. The model MoU is just complementing and strengthening already existing initiatives, law, guidelines and policies as stipulated in the National Decentralisation Policy, Non Governmental Organisations Act, Local Government Act, Urban/District Development and Strategic Plans and the Malawi Public Service Charter Programme.
