This Memorandum of Understanding is the Metropolitan Planning Agreement outlined in United States Department of Transportation (USDOT) metropolitan planning regulations (currently 23 CFR 450.314). This agreement is entered into and effective this day of , 2018, by and between the Secretary of Transportation for the State of Kansas (KDOT), the Lawrence- Douglas County Metropolitan Planning Organization (L-DC MPO), and Lawrence Transit. This agreement identifies and documents the roles and responsibilities for each of the partners in the continuing, cooperative, and comprehensive metropolitan transportation planning and programming process. This MOU is not intended to create any substantive rights or responsibilities for anyone, whether a party to this agreement or not, over and above those created and conferred by federal and state law.
