The Department of State Health Services ("Receiving Agency" or the "System Agency" or “DSHS”) and Sam Houston State University, ("Performing Agency" or the “Contractor” or “SHSU”), a public institution of higher education in the State of Texas, each a "Party" and collectively the "Parties," enter into the following contract to conduct a contact tracing program for infectious diseases (the "Contract") pursuant to the provisions of "The Interagency Cooperation Act," Chapter 771 of the Texas Government Code.
