this 14th day of December, 2000 by and between the City Administrator of the District of Columbia, the Department of Health (“DOH”), the Department of Public Works (“DPW”), the District of Columbia Water and Sewer Authority (“WASA”), (collectively, “parties”) and the Chief Financial Officer of the District of Columbia (“DCCFO”), who joins this agreement for limited purposes set forth in paragraph 9.
