WHEREAS, the City requires assistance in completing an initial study that is being prepared for the Montreux Residential Subdivision, which proposes construction of 375 single family homes, along with a rezoning and annexation request, on approximately 148 acres located along the west side of Kirker Pass Road, just south of the existing city limits; and
