NATIONALPARTNERSHIP AGREEMENT ON SKILLS REFORM Council of Australian Governments An agreement between  the Commonwealth of Australia and the States and Territories, being:  New South Wales Victoria Queensland Western Australia South Australia Tasmania the Australian Capital Territory the Northern Territory This Agreement will contribute to reform of the Vocational Education and Training (VET) system to deliver a productive and highly skilled workforce which contributes to Australia's economic future, and to enable all working age Australians to develop the skills and qualifications needed to participateeffectively in the labour market.
