WHEREAS, Comcast of Massachusetts III, Inc., (hereinafter "Licensee"), is the duly authorized holder of a renewal license to operate a cable television system in the Town of Southborough, Massachusetts (hereinafter the "Town"), said license having commenced on September 20, 2011;
