Objective 1: Provide to Member States a consolidated approach and a strong political committment to governance at three levels (1) Policy (2) Strategy and (3) Operational; Given the complexity and cost of development and deployment of eHealth architecture and services, respect to subsidiarity and efficient criteria are an absolute necessity. Investment needs to be done at the right level (local, regional, national, international) while (re)use of already validated solutions needs to be promoted and – where appropriate- collaborative investment models need to be developed.
