This Class Action Settlement Agreement (“Agreement”) is made and entered into by and between Eileen A. Staats (“Plaintiff” or “Class Representative”), on her own behalf and on behalf of the class described in paragraph E of the Recitals, below, and the City of Palo Alto (the “City”), subject to the approval of the Court. As used herein, Plaintiff and the City are sometimes referred to individually as a “Party,” and collectively, as the “Parties.”
