At paragraph 10.1 the report states “The detailed procedures were clearly intended by the Treasury to conform to the principles of good and fair competition.....” however it appears that this statement is contradicted by a previous statement at paragraph 6.4”....it is clear from the Investigation that no serious consideration was given by the Treasury to the matter of ensuring that there were no anti-competitive elements to the procurement.” Mindful that both statements cannot be correct and in order to avoid any confusion Treasury can confirm that the correct statement is the one set out at paragraph 10.1 and conversely the statement at paragraph 6.4 must therefore be incorrect.
