January 2023, by and between the UNITED STATES OF AMERICA (“United States”), represented by the Secretary of the Interior (“Secretary”) acting through the officials of the U.S. Bureau of Reclamation (“Reclamation”) executing this Agreement and the Upper Colorado River Commission (“UCRC”), each being referred to individually as “Party” and collectively as the “Parties.”
