This report seeks approval for the Council to enter into a funding agreement with Orchard Hill & College Academy Trust to contribute £3.1m from the Council’s DfE allocated High Needs Provision Capital Allocation (HNPCA) funds towards the St Philip’s School Willow Project - a vocational centre which will provide 18 additional specialist school places for children and young people with special educational needs and disabilities.
