(hereinafter the ''child(ren)"), each of whom is certified by the Department as having special needs as defined in Section 453.065, RSMo, is legally available for adoption, is eligible for the Missouri Medicaid Plan, and is eligible to have certain expenses met through the Title IV-E Adoption Assistance Program of the Social Security Act and/or appropriations authorized by the Missouri General Assembly for the Missouri Adoption Subsidy Program.
