by and among the City of Covina, the Successor Agency to the Covina Redevelopment Agency and The McIntyre Company (“First Amendment”) is dated December 17, 2019, and entered into by and among the City of Covina (the “City”), the Successor Agency to the Covina Redevelopment Agency (the “SA”) and The McIntyre Company, a California corporation (“Developer”). City, SA and Developer are sometimes individually referred to herein as “Party” and collectively as “Parties.”
