WHEREAS, the Village of Lemont (the “Village”) and the Lemont-Bromberek Combined School District 113A and its Board of Education (the “School District”) are units of local government within the meaning of Article VII, Section 1, of the Constitution of the State of Illinois of 1970 and public agencies as that term is used in Section 2 of the Intergovernmental Cooperation Act, 5 ILCS 220/2; and
