Parties This Framework Financing Agreement (“FFA”) dated 08 August 2007 is between the Republic of Azerbaijan (Azerbaijan), and Asian Development Bank (“ADB”). MFF Investment Program Azerbaijan intends to implement the Transport Sector Development Strategy and Development Program (the Development Program), of which the Roadmap and Road Network Development Program is an integral part. Both the Transport Sector Development Strategy and the Roadmap and Road Network Development Program are described in Schedule 1 hereto (the Roadmap and Road Network Development Program). Multi-Tranche Financing Facility The Multitranche Financing Facility (the Facility) is intended to finance projects and subprojects under the Roadmap and Road Network Development Program, provided that such projects and subprojects comply with the criteria set out in Schedule 4 hereto and that understandings set forth in this FFA are complied with.
