This Second Amendment to the Detention System Agreement is made by and between the Board of County Commissioners of Tulsa County, Oklahoma, the governing body of a political subdivision of the state of Oklahoma, hereinafter, referred to as “County”, the Tulsa County Criminal Justice Authority, a public trust, hereinafter referred to as “Authority”, Tulsa County Sheriff’s Office, hereinafter referred to as “TCSO” and the City of Tulsa, Oklahoma, a municipal corporation, hereinafter referred to as “City”.
