On 28 April, 2006, the Ministry of Education signed a private agreement with two homosexual activists, Peter and Murray Corren. 1 The agreement, which can ultimately be enforced by the Supreme Court, was signed secretly and, by common consent, kept secret for over a month after it was signed, probably because the parties believed that it would be controversial.2
