Contract Type FiledAugust 23rd, 2013In the proposed Royer exchange, Mr. Royer will be receiving from the State .67 acre of land that he/prior owners have encroached on with a septic system, yard, etc. This will resolve a longstanding encroachment issue and gives IDNR a definable property line. By exchanging with the State a .5 acre parcel at Yellowwood State Forest, he would seem to be getting the better part of the deal. However, the .5 acre parcel is surrounded on all four sides by Yellowwood State Forest. Its acquisition would prevent a possible development within the main body of the state forest, which could be very disruptive to forest operations and its users. Therefore we feel its value is greater than the value than the .67 acre parcel that Royer is receiving. The .67 acre parcel already has infrastructure development that would be costly for IDNR to remove if the property were not exchanged.
