THIS AGREEMENT (“2016 Agreement”) entered into as of November 28, 2016 between Pueblo, a municipal corporation (the “City”) and Big R Holdings, Inc., a Colorado corporation (the “Company”) and Pueblo Development Foundation, a Colorado nonprofit corporation (“PDF”). The City and Company and PDF may be individually referred to herein as “Party” or collectively referred to as “Parties.”
