WHEREAS, the City Council (the “City Council”) of the City of Lake Elsinore (the “City”) has formed the District under the provisions of the Mello-Roos Community Facilities Act of 1982, as amended (Section 53311 et seq. of the California Government Code) (the “Act”) and Resolution No. 2004-6 of the City Council adopted on January 13, 2004; and
