This agreement intends mainly to maintain the substance of the bilateral agreements concluded, long before accession, by both Finland and Sweden with Norway. It will facilitate trade and allow for the efficient allocation of resources over a limited number of frontier posts in outermost regions, which present a number of specific characteristics resulting from their geographical situation and their low population and traffic density.
