In order to reduce the paperwork and processing time for certain types of actions/projects, Iowa DOT and the FHWA Iowa Division developed a programmatic agreement (agreement) that delegates to the Iowa DOT the tasks of analyzing environmental impacts and preparing environmental documentation for NEPA compliance for these actions/projects.
