State Infrastructure and Industrial Development Corporation (SIIDCUL), having its registered office at 29, IIE (IT Park), Sahastradhara Road, Dehradun-248001, hereinafter referred to as “the Concessioning Authority” or “SIIDCUL” which expression shall unless repugnant to the context include the successors and assigns, on the one part
