Aspen Avenue, Flagstaff, Arizona, and Highlands Fire District, Pinewood Fire District, Ponderosa Fire District, and Summit Fire and Medical District (“GREATER FLAGSTAFF REGION HIRING AND PROMOTION GROUP”), all of which are independent political subdivisions of the State of Arizona, duly organized and administered pursuant to Chapter 5 of Title 48 of the Arizona Revised Statutes (all of the foregoing entities hereafter collectively together referred to as the “PARTIES OR PARTY”).
