WHEREAS, Section 300-10 of the City of Lodi Code of Ordinances directs that a proposed Developer enter into a Pre-Development Agreement obligating the proposed Developer to pay all of City ’s review costs and fees incurred in the review of the proposed preliminary plat, final plat, Certified Survey Maps or land division and compliance with City Ordinances, so as to eliminate or reduce expense to City taxpayers; and
