Specifically, it provides estimates of anticipated performance of the STA as it will exist at the time of issuance of the permits in 2007. In addition, it provides a methodology for determining achievement of performance estimates. All data and calculations used in the derivation of this methodology are in MS Excel spreadsheets that are available upon request.
