This Interlocal Government Agreement (the "Agreement") is made and entered into pursuant to Chapter 791, Texas Government Code. Interlocal Cooperation Act by and between Webb County, a political subdivision of the State of Texas, acting herein by and through the Honorable Tano E. Tijerina, Webb County Judge, as authorized by its Commissioners Court (hereinafter referred to as "Webb County"), and Starr County, a political subdivision of the State of Texas, acting by and through the Honorable Eloy Vera, Starr County Judge, as authorized by its Commissioners Court (hereinafter referred to as "Starr County").
