WHEREAS, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) developed a Prototype Programmatic Agreement (PPA) pursuant to 36 CFR § 800.14(b)(4) in consultation with the Advisory Council on Historic Preservation (ACHP), and the National Conference of State Historic Preservation Officers (NCSHPO) to more effectively and efficiently implement its Section 106 requirements and to expedite the delivery of FEMA assistance, and to serve as a basis for negotiation of a State-specific Programmatic Agreement with the State Historic Preservation Officer, State Emergency Management Agency, and/or participating Tribe(s); and
