First Street, Elmhurst, Illinois 60126 (hereinafter referred to as the PARK DISTRICT), THE VILLAGE OF VILLA PARK, a body politic and corporate, with offices at 20 S. Ardmore Avenue, Villa Park, Illinois 60181 (hereinafter referred to as the VILLAGE).
