This OMNIBUS AGREEEMENT is made and entered into by the undersigned counties, cities, tribes, and political subdivisions located in or contiguous with the Washington State Homeland Security Region One counties of Island, San Juan, Skagit, Snohomish and Whatcom – hereafter referred to as “Members” - to enable them to provide assistance to each other as requested.
