WHEREAS, Capitol Reef National Park (CARE) is a unit of the National Park Service (NPS) within Interior Region 7 in the state of Utah, and the NPS is charged to meet the directives of the NPS Organic Act of 1916, as amended (PL 64-235, 39 Stat. 535) to “conserve the scenery and the natural and historic objects and the wildlife therein and to provide for the enjoyment of the same in such manner and by such means as will leave them unimpaired for the enjoyment of future generations,” as it applies to the park units; and
