South Dakota State University (SDSU) has partnered with the South Dakota Department of Transportation (DOT) for well over two decades to operate the South Dakota Local Transportation Assistance Program (SDLTAP). DOT recently instituted the practice of requiring joint powers agreements for contractual arrangements with other state entities, which in turn necessitates Board action pursuant to BOR Policy 5:3 (“Contracts Requiring Board Action…D. Joint powers agreements”), as opposed to having the agreement executed at the institutional level as it has been in years past.
