(A)(1) The legislative authority of a municipal corporation defined by the United States office of management and budget as a central city of a metropolitan statistical area or designated as an urban cluster in a rural statistical area may, in the manner set forth in section 5709.62 of the Revised Code, designate one or more areas in the municipal corporation as a proposed enterprise zone.
