This MILLENNIUM CHALLENGE COMPACT (this “Compact”) is between the United States of America (the “United States”) and the Republic of Sierra Leone (“Sierra Leone”). The United States and Sierra Leone are collectively referred to as the “Parties” and each individually as a “Party.”
