The United Nations Framework Convention on Climate Change was ratified in Sweden 1993. Additionally, the national energy policy was modified in 1997 to include goals on increased reliance on renewable energy resources and efficient energy use. In response a policy program was developed to convert the Swedish energy system. The policy program consisted of several sub programs, of which one was the Eco-Energy Program, a voluntary agreement directed towards stimulation of energy efficiency in the industry sector. The agreement targeted companies interested in environmental management. The agreement did not result in clearly identified energy efficiency activities in all firms, but it stimulated increased awareness of energy issues in terms of understanding energy form an environmental perspective.
