This Grant Contract, and all amendments and supplements to the contract (“CONTRACT”), is between the State of Minnesota, acting through its Department of Human Services, Behavioral Health Division (“STATE”) and Ramsey County, a political subdivision of the State of Minnesota, acting through its Saint Paul-Ramsey County Public Health Department, an independent COUNTY, not an employee of the State of Minnesota, located at 555 Cedar Street, St. Paul, MN 55407 (“COUNTY”).
