Parties This Framework Financing Agreement (“FFA”) dated 14 August 2017 is between the Democratic Socialist Republic of Sri Lanka (“Sri Lanka”), and Asian Development Bank (“ADB”). MFF Investment Program Sri Lanka is committed to and will implement the Second Integrated Road Investment Program, which is an integral part of Sri Lanka’s investment plan for rural road connectivity “(Rural Road Connectivity Program”). Both the Rural Road Connectivity Program and the Investment Program are described in Schedule 1 here to.
