THIS MASTER AGREEMENT is made by and between the City/Town of Wylie, Texas, hereinafter ("City") or (“Town”), and Dallas County, hereinafter ("County"), acting by and through its duly authorized officials, which desire to enter into an Interlocal Agreement, hereinafter (“Master Agreement”) for the purpose of transportation improvements on roads inside Dallas County that are in the Dallas County Mobility Plan, hereinafter (“Mobility Plan”).
