This agreement is entered into between El Paso County on behalf of the Juvenile Probation Department, hereinafter referred to as "JPD", a political subdivision organized and existing pursuant to the laws of the State of Texas and the El Paso Mental Health and Mental Retardation, a community mental health center established pursuant to Chapter 534 of the Texas Health and Safety Code and a political subdivision existing pursuant to the laws of the State of Texas, hereinafter referred to as "Contractor".
