Pursuant to section 205 of the Federal Power Act (“FPA”),1 and part 35 of the regulations of the Federal Energy Regulatory Commission (“Commission” or “FERC”),2 PJM Interconnection, L.L.C. (“PJM”) submits for filing an executed Wholesale Market Participation Agreement (“WMPA” or “Agreement”) entered into among PJM, North East Wind I, LLC (“Wholesale Market Participant” or “North East Wind”) and Pennsylvania Electric Company (“Transmission Owner” or “Penelec”), executed on October 10, 2014. PJM is submitting this Agreement for filing because North East Wind intends to engage in wholesale sales in the PJM markets from a generating facility connected to Penelec’s distribution facilities. PJM requests an effective date of October 10, 2014 for this WMPA, which is designated as Original Service Agreement No. 39913 and is attached to this filing.
