This Second Amendment to the Cooperative Agreement (“Second Amendment”) is entered into by and between the City of Santa Barbara, a municipal corporation ("Sponsor") and the SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS, a State local
