This draft is the response of the Executive Secretariat of the European and Mediterranean Major Hazards Agreement (EUR-OPA) to the Parliamentary Assembly of the Council of Europe’s invitation to it, in Recommendation 1862 (2009), to prepare a draft ethical charter on resilience to disasters. The Committee of Ministers of the Council of Europe endorsed this proposal in paragraph 8 of its reply of 8 July 2009, calling for a European and Mediterranean Ethics Charter on resilience to major disasters, whose aim would be to improve preparedness and deal with ethical problems concerning victims of disasters.
