and between the Shenandoah Valley Juvenile Detention Center Commission, as landlord (the “Commission”), and City of Waynesboro, Virginia (“Tenant”), a political subdivision of the Commonwealth of Virginia. Tenant, together with the other jurisdictions that are members of the Commission, from time to time and pursuant to the Commission’s Bylaws, are herein called individually, a "Member Jurisdiction" and collectively, the "Member Jurisdictions".
