WHEREAS the Department of the Army (“Army”) carried out its Phase 1b Archaeological Survey under stipulation (A)3 of the Agreement at the former Umatilla Chemical Depot (“UMCD”). The survey results were provided to all consulting parties including the Oregon State Historic Preservation Officer (“SHPO”), Columbia Development Authority (“CDA”), and Confederated Tribes of the Umatilla Indian Reservation (“CTUIR”), as well as a local community advocacy group, Oregon Trail Advocates (“Trail Advocates”) in draft form in 2016 and 2018.
